As well, I did a search for other states offering similar programs, which you'll find here - http://www.google.com/search?hl=en&q=Bre...
It does seem that most states do have programs to aid in early detection.
The CDC's National Breast and Cervical Cancer Early Detection Program site - http://www.cdc.gov/cancer/nbccedp/ - is probably the best place to start.
"CDC's National Breast and Cervical Cancer Early Detection Program (NBCCEDP) provides access to critical breast and cervical cancer screening services for underserved women in the United States."

Just a follow up on my cousin who did the second half of his surgery while I was in Colombia. He's actually doing pretty well now. He's walking upright and strong, where he used to be hunched over--stronger than ever. His mother's is happy with his progress.
